WeinbergLim Engineering (WLE) is a multi-discipline engineering firm in Spring Valley, New York. We provide a variety of services to both public and private sector clients locally, regionally, and nationally. Our skilled engineers and project managers are committed to delivering cost-effective high-quality designs, products, and services exceeding our clients' expectations.

WeinbergLim Engineering is led by Justin Lim and Avi Weinberg. Prior to starting WLE, Justin worked for 35 years at Leonard Jackson Associates, a site/civil engineering firm in Pomona, New York. As Leonard Jackson began winding down, Justin ran the firm. In 2023, Justin and Avi Started WeinbergLim Engineering to start new projects and manage the existing LJA projects, with Leonard Jackson serving as a senior consultant. Avi also worked at Leonard Jackson Associates with Justin. Prior to starting WLE, Avi worked for a multinational engineering firm and a national real estate developer.

Our suite of services includes environmental, hydrologic and hydraulic analysis, site development, flood control design, construction and maintenance, highway projects, complex and specialized riverine and coastal floodplain analyses, and GIS mapping and applications. FIS & DFIRM Production

In 1968, the U.S. Congress created the National Flood Insurance Program (NFIP) in response to the rising cost of taxpayer funded disaster relief for flood victims and the increasing amount of damage caused by floods.  The Federal Emergency Management Agency (FEMA) under the Department of Homeland Security manages the NFIP and oversees the floodplain management and mapping components of the Program. FEMA and its partners develop and provide Flood Insurance Study (FIS) and Flood Insurance Rate Maps (FIRMs) in support of FEMA.  FEMA has undertaken a comprehensive effort called Map Modernization (Map Mod) to transform flood maps into a more reliable, easier-to-use, and readily available product. Updated, digital flood maps will become the platform for identifying multiple hazards.

WeinbergLim Engineering has over 30 years of water resources engineering experience, and thirty-five years of performing Hydrology and Hydraulic analyses in support of FIS &FIRM projects. Our uniquely skilled team of engineers along with automated GIS and mapping technology have provided consistent, timely, efficient, and high-quality services to a broad spectrum of clients including FEMA. We have conducted flood insurance studies for FEMA by performing thousands of miles of detail and approximate riverine and coastal studies for many counties and hundreds of communities. Community Rating System

The National Flood Insurance Program's (NFIP) Community Rating System (CRS) is a voluntary incentive program that encourages and recognizes local communities that adopt standards that go above and beyond the minimum NFIP requirements. As a result, flood insurance premium rates for residents within the participating community are discounted.

WeinbergLim Engineering has over thirty years of water resource engineering experience, and thirty years of performing Hydrology and Hydraulic analyses in support of Flood Insurance Study (FIS) production. Our in-depth knowledge of NFIP programs and policies can help communities to increase their ratings. We can help you by identifying and implementing activities in categories of Public Information, Mapping and Regulations, Flood Damage Reduction, and Flood Preparedness.

Environmental

WeinbergLim Engineering takes pride in protecting the environment and as a result provides environmentally safe projects. Our experienced staff has completed hundreds of projects for both public and private sectors in the states of New York, New Jersey, and Connecticut. Our environmental projects involve:

·         Comprehensive Water Supply System Design

·         Sewage Collection, Pump Station, and Force Main Design

·         Evaluation and Development of Water Supply, Treatment, Storage and Distribution Systems

·         Extension of Water Supply to Multi Unit Subdivisions

Letter of Map Change (LOMC)

When conditions change impacting flood hazards, NFIP regulations require communities to submit technical data in support of map revisions. WeinbergLim Engineering has extensive experience with technical requirements and knowledge of the NFIP Rules & Regulations. This translates into cost effective submission of LOMCs to FEMA, and expeditious processing by FEMA.

Submitting LOMC and appeal/protest applications can be bewildering to community officials and their constituents. It requires various steps and close communication with FEMA. WeinbergLim Engineering’s technical expertise and knowledge of the nationwide NFIP program and policies in conjunction with our past performance ensures efficient and accurate evaluation of map revision requests. We are here to help you prepare and process your applications, including Elevation Certificates.

Our services include:

  • Evaluating proposed floodplain development and floodrisk reduction projects for compliance with NFIP regulations

  • Research & data development for Submission of CLOMRs, LOMRS, & PMRs

  • Electronic submission of LOMAs (eLOMA)

Site Development

Our site development team provides site review, design, and technical advice on geotechnical, grading and drainage components of construction projects.

WeinbergLim Engineering and Leonard Jackson Associates have completed both residential and commercial plans for a variety of projects for over 35 years throughout New York and New Jersey. Projects include condominiums, home subdivisions, office buildings, warehouses, libraries, and schools.  Our repeat clients rely on our company-wide capabilities and innovative technology to meet their various needs. Our knowledge of the local regulations enables us to move the projects through the permitting process in a timely and cost-effective manner.  We are committed to our clients’ needs and give personal attention to each single one of them, no matter how small or large.
